Centura Health - Penrose St. Francis Health Services, Colorado Springs, CO, reported a CMS Value Based Purchasing (VBP) adjustment factor of 0.9922 in the year 2021, which could result in an estimated penalty of $284,225. Medicare Spending Per Beneficiary (MSPB) accounts for 25% of overall VBP score and is a significant factor in driving VBP payments. MSPB costs include the costs from 3 days before hospitalization, index hospital stays, and 30 days post-discharge. The measure score of the Efficiency & Cost Reduction domain for Centura Health - Penrose St. Francis Health Services during the period was 1/10. Dexur’s recent analysis of CMS Medicare claims data for the time period of January 2016 through December 2016 showed that Centura Health-Penrose Hospital’s revenue from Medicare super utilizers is 6.08% lower than the state’s average and 12.68% lower than the nations average, despite being Colorado’s third highest volume discharging hospital. Dexur analysts identified the hospital’s Medicare inpatient total count of super utilizers, their contribution of discharges, their contribution of LOS and their contribution of revenue at the hospital, state and national level.  Super utilizers are responsible for nearly half of the total cost of public healthcare due to their excess emergency department visits and multiple hospital admissions. Their contribution to LOS and revenue of a hospital are relevant metrics for healthcare professionals to create and implement practices that turnover positive clinical and economic outcomes.
